Andrew Walker II is a dynamic, mission-driven developer who brings a unique blend of entrepreneurial grit, construction management expertise, and a deep commitment to community transformation. He began his career in sales leadership at Angie Home Services, where he quickly stood out—earning the President’s Club Award while managing a 20-member team supporting top-tier business clients nationwide.

Entrepreneurial Leadership

In 2019, Andrew co-founded The Heartland Builders, a general contracting firm based in Indianapolis, where he served as Chief Operating Officer (COO). Under his leadership, the company delivered over $7.5 million in residential and commercial work across Indiana, managing more than 50 tradespeople and supervising projects valued at over $10 million.

Path into Community Development

Andrew’s transition into community-focused development began when Radiant Communities Development Corporation recognized his potential and brought him under Duane Miller’s mentorship. Through Radiant, Andrew deepened his expertise in affordable housing and inclusive neighborhood revitalization, taking on key leadership roles in several impactful projects.

Key Impact & Notable Projects

Andrew managed Radiant’s Section 3 program at Christamore Courts, successfully engaging local contractors on a $7 million redevelopment. He also led Radiant CDC’s Together to House team through IHCDA and CSH’s Permanent Supportive Housing Institute, securing a $16.2 million 9% LIHTC award for 38 new supportive housing units across three sites in Muncie, Indiana.

His growing portfolio includes instrumental roles in:
• The Plaza at Central Greens — $36.5 million mixed-use redevelopment in Indianapolis
• Founders Square — $16 million senior housing and service hub
• Townhomes on Avon Avenue — $2 million targeted infill revitalization
