With over 40 years of experience and more than 6,000 units of affordable housing developed, Jim Higgs is a respected pioneer in Indiana’s community development landscape. His leadership has shaped more than 150 housing projects, totaling over $1 billion in development costs, and his impact stretches across nearly every county in the state.
Leader in Affordable Housing Finance
As one of the early adopters of the Low-Income Housing Tax Credit (LIHTC) program in 1986, Jim has not only mastered the technical side of affordable housing finance—structuring complex, multi-layered deals—but he’s also forged enduring partnerships with nonprofits, municipalities, and mission-driven developers.
Planting Roots of Hope
Jim has been a cornerstone of Radiant CDC’s mission to combine bricks and mortar with real, lasting change. His work alongside co-founder Duane Miller has helped plant housing where hope once lacked roots, bringing stability and opportunity to thousands of Hoosiers across generations. His passion for helping nonprofit and faith-based organizations realize their housing vision aligns directly with Radiant’s values: building communities where people—not just units—flourish.
