Kathy Wallace has spent her life investing in people, long before it became a strategic priority. With nearly 30 years of experience in the construction and community development world, Kathy is a force for good in some of Indiana’s most vulnerable neighborhoods.

Bridging Policy & Community Care

From managing HUD and IHCDA compliance projects to navigating Section 3 hiring requirements, Kathy’s expertise bridges the worlds of policy, construction, and community care. She has worked as a Project Manager for Flaherty & Collins and T&H Construction, where she eventually retired to help take care of her grandchildren. She has always led with integrity, grit, and compassion.

Grassroots Leadership

Earlier in her career, Kathy served as Director of Housing for the John Boner Neighborhood Centers, where she helped guide revitalization efforts on Indy’s Near Eastside. But her most powerful credential? Lived experience. A single mother of five, Kathy knows the challenges many of Radiant’s residents face—and she meets those challenges with understanding, dignity, and fierce advocacy.
