Elanna Luttrell is a lifelong Sullivan County resident whose work ethic, honesty, and care for her neighbors make her a true pillar of community leadership. As the Mayoral Assistant for the City of Sullivan, Elanna brings a no-nonsense, proactive approach to getting things done—and ensuring public resources are used wisely to serve the people.


With more than 30 years in the food, hospitality, and industrial trades, Elanna understands both business operations and boots-on-the-ground realities. Whether managing city-owned property, preparing bid documents, or coordinating across agencies, she brings precision, people skills, and a heart for service to everything she does.


At Radiant CDC, Elanna offers a crucial public-sector perspective, helping the team navigate the nuances of compliance, municipal funding, and state-level partnership opportunities. Her deep ties to the community—and her lived experience in both the private and public sectors—help Radiant stay rooted in what matters: building housing and programs that actually serve people well.


Elanna is also an active member of Accelerate Indiana Municipalities (AIM) and the Indiana Mayors Assistants (IMA) network, where she shares insights and learns alongside other municipal professionals statewide.
