Fred JOSEPH
Technology & Systems Consultant – Radiant Communities Development Corporation
Fred Joseph is a mission-driven technologist, development strategist, and guardian of digital trust whose life’s work aligns beautifully with Radiant’s call to build lives, not just housing.
Born and raised in Haiti, Fred’s early career focused on supporting vulnerable communities through flood hazard mapping, land use planning, and climate resilience strategies. Working with global organizations like the UN, USAID, and the Swiss Cooperation, he developed a systems mindset—seeing how data, design, and infrastructure can empower people and protect what matters most.
With over 16 years of experience in geospatial technology, cybersecurity, and community resilience, Fred brings rare technical expertise to Radiant’s mission. But he’s not just here to run numbers or write code—Fred helps tell the story of how Radiant transforms underserved neighborhoods, using secure digital systems to track outcomes, measure real-life impact, and honor each resident’s journey.
Fred now leads Radiant’s efforts in:
Web design and digital storytelling, helping communicate Radiant’s purpose to donors, stakeholders, and communities;
Data tracking infrastructure, to measure how housing plus supportive services leads to real life change;
Secure systems architecture, protecting resident information and stewarding trust;
And mission-aligned technology strategy, ensuring Radiant’s operations reflect both excellence and heart.
Fred believes that technology should never overshadow people—it should serve them. His work with Radiant CDC ensures that as we plant housing and water community life, the digital roots are just as strong as the physical ones.
